Collagen declines from the mid-twenties at roughly one per cent a year. That is slow enough to be invisible until something accelerates it, and then it is not slow at all.

The morning routine is largely defensive. UV degrades collagen faster than any topical rebuilds it, so the last step is the one that decides whether the rest accumulates.
Sulphate-free and pH-balanced. Mature skin recovers surface pH more slowly, so a cleanser that raises it costs more than it did a decade ago. Water alone is a reasonable morning option on drier skin.

Surface refinement becomes visible as renewal picks up. Light sits more evenly. This is the first change other people notice, and it is still surface rather than structure.
One full renewal cycle has completed. Firmness begins to register, particularly along the jaw. This is the earliest point at which judging the routine is fair.
Recovery from stress, poor sleep and seasonal change is faster. The point of well-ageing is not a result achieved but a rate of change altered.
